The Operations Manager is responsible for projecting and integrating the Mission and Core Values of the AIDS Healthcare Foundation (AHF) within and outside of the Public Health Division (PHD).

Under the supervision of the Associate Director of Quality and Operations, the Operations Manager will be responsible for the logistical, quality assurance and administrative operations of the Public Health Division (PHD). Responsibilities include management of Los Angeles PHD Operations Staff and assisting in the coordination of all PHD administrative processes and services with a focus on Los Angeles and PHD’s Western Regions.

Essential Duties and Responsibilities
Includes the following. Other duties may be assigned:

  • Establishes and maintains division protocols, policies and procedures that will provide a consistent and documented approach to achieve program goals and quality assurance.

  • Assists in the development of PHD Operations Strategic Plan

  • Coordinates the execution of daily, monthly & quarterly plans of action & agenda-setting for

    PHD Operations.

  • Leads weekly Operations Staff Meetings for the Los Angeles Operations Team.

  • Assists in the oversight, review and evaluation of tasks and responsibilities for the Los Angeles

    Operations Team.

  • Assists in the coordination and/or management of communications, tasks, activities and projects

    among PHD Departments and between PHD and AHF Business Lines

  • Identifies areas of improvement or issues with structures and processes within and across Operations and PHD. Assesses logistical needs and program barriers and identifies tools and approaches to overcome those barriers.

  • Assists in the development and monitors key metrics to measure and report on all processes and initiatives and assists in their evaluation and improvement for quality assurance.

  • Coordinates and supports the launch of new PHD operational systems and processes. Facilitates implementation of processes to optimally streamline (effectively and efficiently) the delivery of services and distribution of materials and resources to PHD (internal) and external customers.

  • Maximizes the principle of due diligence in the functioning of PHD Operations.

  • Coordinates PHD programmatic quality assurance, including providing guidance on testing standards, policies and procedures and ensuring compliance with jurisdictional requirements.

  • Assists in the management of the budget for the Los Angeles Operations Team and PHD grant

    budgets ensuring budgetary compliance, good practices in purchasing and procurement and

    cost containment.

  • Assists in the management of PHD inventory nationwide and the implementation and

    maintenance of effective inventory control mechanisms.

  • Assists in the ordering and procurement of test kits and condoms for PHD Programs.

  • Assists in the approval and management of requests for supplies and resources for PHD

    Programs, AHF business lines and partner organizations, enforces cost containment in line with budgetary allocations and proper order fulfillment – guaranteeing the quality assurance of the PHD supply chain.

  • Assists in the management of the PHD and PHD Operations digital ecosystem – data management systems, directories, digital records and filing systems. Assists in the management and maintenance of PHD IT applications.

  • Assists in the management and quality assurance of PHD data reporting structures and processes, including internal AHF reporting requirements and maintaining compliance with external jurisdictional requirements.

  • Assists in the management and reporting requirements of PHD grants and contracts, including the coordination of audits or other monitoring mechanisms.

  • Assists in the management and maintenance of PHD site credentialing and staff credentialing in collaboration with the PHD Training Team.

  • Manages PHD administrative facility for maintenance, upgrade and build as well as oversees facilities management of PHD testing locations.

  • Assists in the management and maintenance of PHD Assets, including PHD vehicles.

  • Coordinates operational support for PHD-related Events when necessary


Education and/or Experience

  • Bachelor’s degree or equivalent from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.

Computer/Software Skills & Abilities

  • To perform this job successfully, an individual should have a proficient level of computer literacy, including experience in:
    • Microsoft Office software (Word, Powerpoint, Excel, etc)
    • Spreadsheet applications, including but not limited to an intermediate level of proficiency in Microsoft Exceland familiarity with cloud or web-based applications like Google Apps and mobile applications

Language Skills

  • Ability to read and interpret standard operating policies and procedures. Ability to write effectively routine reports and correspondence.
  • Ability to speak effectively before groups of staff of organization.
  • Spanish language skills desirable.

Mathematical Skills & Analytical Abilities

  •  Ability to apply concepts such as averages, percentages, ratios, and proportions to practical situations. Knowledge of basic statistical concepts.
  •  Ability to summarize data and perform basic data analysis

Other Skills & Abilities/Qualifications

  •  Excellent organizational skills
  •  Ability to multi-task and re-prioritize tasks under rapidly shifting business needs
  •  Ability to work with minimal supervision.
  •  Cultural competency in working with LGBTQI (Gay, Lesbian, Bisexual, Transgender, Queer, Questioning and Intersex) communities and addressing issues affecting these communities
  •  Sensitivity to the issues surrounding HIV and AIDS.
  •  Skill in communicating openly on sexual topics without prejudice or judgment.
  •  Must have a valid driver’s license with reliable transportation and proof of insurance.
  •  Must be able to work flexible hours including evenings and weekends.
