  • Provides holistic Benefit Specialty services that are culturally and linguistically appropriate.
  • Coordinates services with other providers to provide advocacy, referrals and linkage.
  • Develops program policies and procedures and staff development trainings in accordance with the OAPP Benefits Specialty Services contract. 
  • Conducts chart reviews and BSS Internal Audits for accuracy and provides feedback to individual staff. 
  • Communicate with BSS/BC staff via email or in meetings in regard to new changes in programs or policies.
  • Conducts meetings with subcontracting agencies to ensure program continuity and integration of services within existing programs. 
  • Conducts site visits to subcontracting agencies and participates in quality management activities.
  • Conducts interactive face-to-face interviews with clients to assist in the determination and/or eligibility for public and/or private financial and health insurance programs they may be eligible for.
  • Creates Benefits Service Plans in conjunction with clients to determine the benefits and entitlements for which the client shall apply.
  • Facilitates Benefits Orientation / Educational Workshop sessions to assure that the latest contractual requirements are being met.
  • Verifies benefit eligibility and scope of benefits for clients. Verifies benefit eligibility as required for Medi-Cal, Medi-Care, private insurance, and other public assistance programs or benefits.
  • Assists clients in the completion of benefit applications and makes appropriate referrals for ADAP, ATP, Cal-Works, CAREHIPP, Entitlement programs, Food Stamps, GROW, IHSS, Healthy Families Program, Medi-Cal, Medicare, PAP, Private Insurance, Section 8, SSDI, SSI, SSP, TANF, Unemployment Insurance, WIC, Workers Compensation, and other public / private benefits programs.
  • Assists clients with appeals, re-certifications or whatever is necessary to avoid disruption of client’s care and benefits.
  • Monitors status of benefit applications and follow up on pending applications to ensure timely enrollment/ eligibility.
  • Ensures appropriate documentation of patient eligibility/ benefit information in patient records and healthcare center files/computer base.
  • Train the BSS/BC Staff on Casewatch data input, and reports needed to assure that all patients receive eligibility screenings and BSS contractual duties.
  • Prepares reports (Narrative, Casewatch and County Reports) as required and assigned.
  • Travels to multiple locations to review the BSS work and TA Support if needed.
  • Return telephone calls when the Benefits Specialist Coordinator is on vacation and follow up with clients if needed.
  • Other duties may be assigned: Assist the Regional Director of HCC Ops on preparing reports.

 Participation in AHF Meetings/Committees

  • Attends Benefit Specialist workshops.
  • Attends Benefits Counselors meetings.
  • Attends Office Administrators meeting if requested.


Supervisory Responsibilities

Supervises Benefit Specialist.  Is responsible for the overall direction, coordination, and evaluation of assigned employees.  Carries out supervisory responsibilities in accordance with AHF’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
